CVE Announces Newest Team Members

Chagrin Valley Engineering is excited to announce the addition of three new members to our growing staff.

Ramzi Halasah joins the CVE team as our new Construction Engineer!

Ramzi Halash

Ramzi has been with the Cuyahoga County Department of Public Works since 2005 where he worked as a Senior Project Engineer. He managed and executed multiple multi-million dollar civil construction, road, and bridge building projects, performed design and analysis of structures and highway improvement plans, and directly coordinated these efforts with project stakeholders. Prior to this, Ramzi worked for 15 years as a Construction Engineer for Cuyahoga County where he collaborated with municipalities to ensure public safety and adherence to ODOT guideline on multi-million dollar projects encompassing roadways, bridges, and culverts.

Ramzi graduated from Youngstown State University with a Bachelor of Science in Civil Engineering.


David Smith comes to CVE with 10 years of experience in the environmental regulatory field.

David Smith

David previously worked at the NASA Glenn Research Center in Cleveland, Ohio for ten years as an Environmental Specialist, coordinating with NASA’s Environmental Management System (EMS) and Sustainability Program, as well as assisting with NASA’s Waste Management and Stormwater Management Programs. David conducted internal compliance audits of all of NASA’s environmental programs, coordinated the development of NASA’s 10-Year Sustainability Plan, organized environmental outreach events, submitted annual waste diversion and green purchasing reports, and assisted the Stormwater Program Manager with stormwater inspections and sampling. David has also previously worked for Filtrexx International, LLC where he conducted construction stormwater inspections, installed BMP’s at construction sites, and assisted with the development of the company’s design manual.

David graduated from Miami University with a Bachelor of Arts Degree in Interdisciplinary Studies with a focus in Sustainable Urban Development and a Masters Degree in Environmental Science.


Sarah Flis joins Chagrin Valley Engineering’s Transportation practice after several years’ experience in roadway design.

Sarah joins CVE from Burgess & Niple, Inc. where she developed her basic skills in OpenRoads Designer and worked in ODOT’s CDSS for storm sewer and inlet spacing calculations. Sarah also utilized ODOT standards and design manuals in various projects including reconstruction, roadway repaving, drainage design, water main replacement, traffic control, and curb ramp designs for Safe Routs to School (SRTS) projects to ensure ADA standards were met by replacing curb ramps and adding curb bump outs. She has also developed traffic control plans and quantities including sign elevators for the Cleveland Innerbelt project.

Sarah graduated from the University of Akron with a Bachelor of Science in Civil Engineering.
